Since we're talking about ATF, 165.2875 is active in the Philadelphia, PA area
as a repeater output.  Activity is sporadic, but can be quite heavy during
surveillance ops.  All traffic is P25 with encryption used not nearly as often
as I would expect.  I'll have to plug in those tac channels some time; I only
had the 165.9125 freq in the scanner along with the above listed repeater. No
traffic heard on the tac channel, though.
