Here in the Boston area 167.1625 (P-25) has been active since last 
summer, but have not been able to confirm who was using it, not a whole 
lot of activity, what there has been has been mostly in the clear. 
165.2875 (P-25) is still occasionally used, maybe 50/50 
clear/encrypted.
