[FedCom] 167.490 Prov, RI area

I always keep 167.1250 - 167.8250 Mhz in my Scanner, due to units coming in 
from
other regions for major events or joint surv ops, many of the simplex 
channels [besides 167.5625 Mhz] get
used frequently in Boston.   We can tell by the accents :)

Also it's nice for Band Openings.
CT uses 167.5125 & 167.5875 Mhz
