168.630 - intermod from 2M ham repeater, probably 147.03, if you have a  
Uniden
172.670 - probably intermod from 151.070, used by roads and highway  
departments
173.225 - formerly used exclusively by newspapers, now any business, many  
itinerants on here, but more likely intermod from 151.625, a widely popular  
itinerant business freq
173.930 - Possibly intermod from 152.330, which can be used by taxis or  
businesses
 
An hour's search typically is not long enough to snag fed users.   Search in 
1-MHz segments or less and do so for an entire day or several  days.  That's 
how you find them.
