Interesting you say that GSA provides Security at the Presidential
Library.
Here in Boston, it's a Private Contract, but the Guards use 418.0750
Mhz DPL Simplex
Under the Direction of the "National Archives & Records Administation".

The freq. for the Eisenhower Library is from several years back. Protection
units were from the GSA police. I can't recall offhand which of those two
very commonly used GSA freqs they were using, but it was one of them at that
time. The Truman Presidential Library in Independence, MO also has such
guards and they have uhf handhelds, but I don't know the freq.
I can hear most of the Smok(e)y Hill (I see it spelled both ways) activity
here about 30 mi. west of Kansas City if they're flying high enough, but
there's vhf activity at several MOAs in MO and KS and I have a hard time
differentiating one from another unless the pilots mention a location.
