  Chase is used for moving surveillance " chasing that car".
  Regular police agencies would probably call them "TAC" channels.
   In NYC there are more than one Chase " surveillance" operations going on at any one time. There are multiple chase channels so that one operation doesn't interfere with or cause confusion in another.
   
  I have no idea what SO is. S and F sound a lot alike. Could it be F O for Field Office?
   Although there are lots of High profile FBI and other high power FED LE operations in with their own offices in NYC, There also is a regular FBI Field Office for run of the mill, rinky dink federal crimes just like those happen in Boise or Des Moines.
