   Although there are lots of High profile FBI and other high power FED LE
operations in with their own offices in NYC, There also is a regular FBI
Field Office for run of the mill, rinky dink federal crimes just like those
happen in Boise or Des Moines.

Could SO have been "Special Operations"? I was going to suggest
"Surveillance Operations" but it sounds like the CHASE designation might
cover that...
