[FedCom] Help programming search ranges for Federal / Military users

Here is some very non-specific answers....going off my memory !!!
#1  In the 137-138 MHz range there are many weather satellites-
probably not much voice activity.

#2  173.2 - 174.0 is was a big user of media/press and or 
in my area many newspaper company communications.
