[FedCom] USSS vs WHCA

I've got a frequency card from 1980,

It shows A, D, E, F, G, H, J, N, Q,  S, W, Y, and Z as belonging to 
WHCA. E/F are no longer operational.

It shows B, C, G, M, O, P, R, T as belonging to USSS.
