OTAR stands for Over The Air Rekeying if I remember right. My understanding is it is an encryption
method, and also is able to "rekey" the radios via RF instead of directly connecting to the radio
by cables. It is widely used by Customs on VHF. If you listen to 165.2375, you will hear a
scratchy noise, that is what OTAR sounds like.
