[FedCom] OTAR in NYC

This sounds logical.  If we are talking about a trunked system there is a
data exchange when you first turn on your radios and when you transmit if
you listen to the input to whatever freq is the control channel you'll
hear a little blip as well.  How often is it that they are using OTAR to
 rekey units?
