I suspect that is true and you will probably find them in the 12.5 KHz
channels that have been proviously known as "spectrum holes".  So beware
that the above list may be chaging!

COMMENT:
OUTSTANDING advice!!! Unfortunately, it appears (in today's exercise) that 
P25 w/encryption was SOP
thus it may be impossible to distinguish DMAT operations from other federal 
law enforcement operations.

Personally, I'm trying to figure out why DMAT would require encryption in 
the first place.  They definitely
aren't an organization that would have a covert response or be undercover.. 
They will be right out in the
forefront saving people at major disasters!!!  It sort of looks like they 
are now coming under the DHS
umbrella versus US HHS, so perhaps the new radio equipment was bulk 
purchased & came with that
module.  HOWEVER, I think encryption adds to the security requirements for 
storage when not in use.
