[FedCom] DMAT new frequency?

I don't know if HIPAA would come into play during a mass casualty event that 
DMAT ops would be involved in. If DMAT is involved most likely uninjured 
civilians would have been removed from the area. So probably a very slim 
opportunity to monitor their comms. But its an interesting thought. Then 
again, I could be totally wrong in my conclusion. And that has happened more 
than once.
