It sort of looks like they
are now coming under the DHS umbrella versus US HHS, so perhaps the new
radio equipment was bulk
purchased & came with that module.

There is a general policy in place that all new radio gear purchased by
federal agencies must have the capability of encryption. The actual use of
encryption is up to the individual agency / user. Some non law-enforcement
agencies do seem over-enthusiastic about using the encryption feature,
i.e., the Johnson Space Center trunked system in Houston.
