They will be right out in the forefront saving people at major disasters!!!
 It sort of looks like they
are now coming under the DHS umbrella versus US HHS, so perhaps the new
radio equipment was bulk
purchased & came with that module.

Not to mention the bad guys have been known to setup a delayed IED for first 
responders.
