This looks like the new narrowband trunk system at Tyndall AFB. Here is what 
has been observed so far on that system:

Frequencies: 406.1625/415.1625  406.3625/415.3625  406.5625/415.5625 
406.9625/415.9625  407.3625/416.3625  407.7625/416.7625 408.1625/417.1625 
408.5625/417.5625  408.7625/417.7625  408.9625/417.9625  409.3625/418.3625

Nice catch. You might have been a bit out of range of the new Eglin 
380-399.9 MHz LMR system. It is definitely there. I had a verbal 
confirmation of that from the system admin when I did a telephone interview 
with him of the garage dorrs going nuts in the area during their testing 
phase.
