Actually, it is simple. All DHS units fall under the same radio specs. They
can be a DMAT team, a DMORT team, a VMAT team or a high security team, they
ALL must follow the same radio specs and encryption is part of the spec.

Well here's another rumor floating around in cyperspace.

Unfortunately, when Disaster Medical Assistance Teams operate in Digital 
Mode (P25) it automatically is encrpyted.  In analog mode it won't be. 
Teams may be using Motorola XTS  5000 portables

Allegedly there is some concern about patient privacy & team security (e.g. 
medical supplies/drugs).
