Apparently it can be dual use if needed, I'm assuming low
power wire use, or that can be repeated for other agents or
base to hear at longer ranges, or as an aux repeater. That's
how I interpret it.

The info I got did not mention repeater sites, just channel
lineup. I just mention Cedar Hill because it is a common site
in our area for many federal repeaters since it is the highest
point around. Also, it's where most of the local TV towers are
(most are 1500' plus), so they can hook their antennas to.
Cedar Hill will do excellent coverage of our area except for
maybe far north and west.

On a separate note, I do know the Regional FBI building on
Stemmons Freeway near Northwest Highway the roof is
bristling with antennas. Very easy to see them from the
freeway as you pass by.
