Didn't hear anything in the Sprngfield MA area.  My guess is also was 
cellphones & the various communities' applicable law enforcement 
frequencies.

For the most part, I think it's the local, county, and state law enforcement 
that provides the personnel required to perform these sweeps.

Locally WWLP TV had a news segment:

Locally they showed Chiefs of Police from Springfield, Chicopee, etc. 
Hampden County District Attorney, US Assistant District Attorney.   The 
video footage stated it was provided by the US Justice Department.
