We do realize that they had no option as to whether or not to procure P-25
equipment don't we ?

I'm pretty sure that at least some of us are aware that DOD ~mandates~ P-25
capable equipment (for VHF LMR stuff) whenever DOD dollars are being spent.

Since the CAP Commo $$ are DOD dollars the CAP had no choice but to get the
more expensive stuff.    Since that means they can't buy as ~much~ equipment
(analog being cheaper - especially in the aircraft world) I'm quite sure
that they would much rather have stayed away from the digi stuff.

I know that as a CAP comm weenie ~I'd~ have much rather seen more analog
gear -vs- the limited amount of digi gear that the budget can afford.
