Two hobby magazines seem to be somewhat at odds on reporting monitoring 
information....

Interestingly "Popular Communications" magazine (November 2006 edition) "Our 
Reader's Speak Out" section has one letter addressing CAP's Official Use 
Only policy commenting on the June 2006 article about CAP.     Basically 
talks about both CAP & USCG being called upon to do "Missions for America", 
etc.......

One specific portion of the letter states ".....I do know that there's is a 
more than reasonable expectation that, if we as reaio hobyists aren't a bit 
more discreet and responsible in how we puruse or activities, those very 
activities may be legislated out of our realm of 'rights'........"

......"Let it come out that some terrorist cell was able to successfully 
attack another "WTC" and it was found they were equipped with scanners & 
copies of Pop'Comm magazine with "certain frequencies" circled in red & see 
how long it takes to outlaw owning a scaner, let alone use one!!..."

Harold Ort's (editor, Popular Communications magazine) answer is 
interesting!!!!   (unlike "Monitoring Times" they don't post letters to the 
editor on line).  So you will have to buy the magazine or get a peak at it 
off the news shelf!!!

Now on the other hand "Monitoring Times" (November 2006 edition) magazine's 
MILCOM 'Monitoring Military Communications' columnist lists the 10 VHF high 
band frequencies that CAP and states "........recently on a public, 
scanner-related interent forum, the following frequencies were posted and 
identified as the new Civil Air Patrol VHF narrowband 
assignments........."....

So can we assume that in the future that CAP is actually going to use 
encryption for many of their missions?  At this point it appears that some 
encryption capability has been built into the new EF Johnson equipment.....
