Anyone remember the incident many years ago involving a monitoring hobbyists
in the Baltimore MD area who tipped off the occupants of a particular
location under surveillance & basically got hauled into court? BUT VERY
fortunately got by with probation BUT as a condition of probation could not
have a radio scanner!!! I think the probation period was 3 years!

So anyone should consider the ramifications IF they decide to try run
surveillance on the survelliance so to speak... 3 years is a heck of a
long time without a scanner!!!!!
