[FedCom] Civil Air Patrol MARS & CAP Differences Discussed

Especially since the AFMARS operating training and the CAP operating
training is sooooo similar.  I think the "group count" requirement for
AFMARS is the only difference in written (message) traffic.

CAP and AFMARS used to share a common VHF freq at one time.
It was an output (for repeaters) for CAP and a simplex freq for both.
It made for GREAT joint ops where one would support the other.
