It's been so long since I've heard anything in the clear, but here in 
Portland, I seem to remember that they also used a three-digit number 
for the _CAR_ ID.

The individual AGENTS used the first letter of their last name, and 
the last two digits of their credential number.
I.e.: R77, B57, etc., etc.

The base was "720" (KEX720). Seattle was "220" (KOD220).
