Pretty interesting information on getting emergency access to 
telephone/cellular service.  See:

As you see in the above information, you still need a dial tone and with 
cellular service if all circuits are busy it doesn't look like it will work. 
So don't throw away your radios yet (HF, VHF, UHF, etc). Wondering how 
Sprint's nextel nationwide walkie talkie service is affected by this?  I'd 
guess that the federal users have some sort of coding embedded already in 
the system....  Comments?
