Here in DFW, 165.950 has been active with clear and
encrypted P25 traffic, as well as 166.0, but it has
been extremely sporadic. Most traffic has been of a
testing nature, not really investigative related. I have
those frequencies for Treasury TIGTA as well as IRS
CID. 165.0375 & 164.5375 have been posted as
surveillance, but I have not heard any traffic yet.

I have not heard any traffic on the old UHF frequencies
for CID in ages, and they used to be very active. Looks
as though VHF is now the preferred band for many
federal LE making the digital transition.
