Groom Lake is milcom related not fedcom....

SFO TSA contracted operations still is an oddity since the federal 
government in many contracted
operations, still provides access to the federal radio systems for use by 
the contractor, especially in sensitive type operations.  For example most 
GSA/ building security is provided by  contracted security forces that uses 
the FPS radio equipment & frequencies.  The DHS FPS officer's supervise the 
contracted operations BUT do get involved with direct operations if 
required.
