[FedCom] Civil Air Patrol Remote Emergency Receivers

Recent public information indicates that Civil Air Patrol is installing some 
remote 121.5 mhz receivers on some of their mountain top repeater sites. 
When the receiver receives a signal on 121.5 it activates a digital voice 
transmitter that announces "ELT (and the repeater site name/designation)".
