I beleive it depends on the agency and how the scope of the contract is written. I do know it is
not a requirement for the Federal Government to provide communications equipment, (i.e. radios,
telephones, fax machines, etc). Most federal agencies can write contracts at a Zonal, Regional,
District, or even a local level. Because of this, an agency in one location may provide radios,
but the same agency in another local may not. It may also depend on the function being performed,
one contract group is provided radios where another group working from the same contract may not
be provided equipment.
