[FedCom] Civil Air Patrol Remote Emergency Receivers

CAP has been doing this for years here in California. Back in the mid 
90s while working the Watsonville Fly-In 4 ELTs had activated along the 
flightline, the signals were picked up by the local CAP repeater and 
relayed every couple of minutes. Many smaller airports are also doing 
the same thing or something similar, I know of one airport here in Kern 
County that patches Guard into the CTAF so everyone listening to the 
tower on their personal radios will hear the ELT the moment it 
activates. There is also an airport in Northern California that has 
connected a scanner to the airports landline so if an ELT activates you 
hear it the moment you pick up the phone.
