[FedCom] USMS on 162.7125

Picked up today for about 10 minutes US Marshal Service comms that sounded like white-noise, or perhaps digital voice, being transmitted over an analog carrier (162.7125). The signal was from a repeater and it had a 136.5 PL. What kind of encryption is this?
Haven't picked up anything on this freq or any other USMS freq in years here in So Cal; this was a pleasant surprise.
