[FedCom] OMAHA 43 - NYC area

Had OMAHA 43 on 169.45 mid-afternoon, wkg apparently 
a base somewhere, advising he wasn't able to contact someone. 
Base came back, with a lot of static, telling 43 that he wasn't 
reading him too well due to a lot of static. I found 43 to be clear 
to me while the base was very noisy here. 

Last I heard of 43, checking ATC's as well as fed freq's to no avail...
