COMMENT:  Since CAP doesn't have "digital" repeaters installed in
MA yet it's doubtful that this is the reason.   It's unclear whether CAP
is authorized to use digital P25 on the present 148.15, although this is
possible.  Not sure technically how analog intermode could go through 
digital
repeaters, perhaps someone else on the list could comment.

COMMENT:  In your opinion was this a portable repeater they set up at the 
site?
Also what type of comms did you monitor?   Rumor is that all FEMA teams
have moved to UHF operations.  So is it possible that a cross band repeater 
was
utilized?

COMMENT:  I get the horns honking too.. My guess is that it's some sort of
inteference that has nothing to do with these frequencies but because of the 
scanners'
electronics just ends up on these freqs.  My WAG is that it's cable TV 
leakage.
