Perhaps this explanation might help. In my experience, I have heard the
callsigns go both directions, example: "CAP Flight 1234", as well as "CAP
Flight 56". Upon further scrutiny (ARTCC comms) I have discovered that
the flight with 2 digits are typically Combat Air Patrol (i.e. 2 ship
F-16 formations) verses the Civil Air Patrol (single Cessna ship)
flights.
