[FedCom] Overview of local activity from past week - NYC area

Listing what I've heard the past week in my area, without any guessing
as to who they might be:

165.5125 - OTAR

169.45 - Customs ID's
169.45 - someone calling (Customs) CHARLIE 100 for a radio chk

170.55 - DVP

170.825 - probable FBI - have heard several times this week with
               surveillance in the clear, different locations than the 
above-
               referenced activity - and one evening it was mixed DVP &
               clear voice, I'm trying to recall just what that's about, one
               unit's radio simply switched wrong, or some kind of problem
               with it?, but he hears the scrambled trfc fine

172.325 - DVP

172.425 - probable FBI - clear trfc

172.475 - FBI clear voice - surveillance similar and apparently related
               to traffic on 172.425 a few days later

172.525 - DVP within minutes of 172.425

409.625 USSD DSS - OTAR

417.55 - OTAR

418.95 - DEA - some kind of data, unsure if OTAR
