[FedCom] 413.7 - NYC area // ZEBRA c/s

Regarding these transmissions, I noticed after this post that 
the first group of numbers were either 23 or 76, and as I 
pondered this point, the frequency came alive and someone 
said "TANGO - 10-23 (!) - 412 or whatever the specific number 
was, but the point being they were abbreviating the 10 codes 
of 10-23 or 10-76 in the transmissions.
