In Atlanta this freq is always encoded or encrypted, and it does sound different from the OTAR
used by Customs.

This sound may be from a Moto Digital P-25 compliant radio, most likely trunked. It sounds kinda
like a TRS control channel at times.

Before the P-25 bandwagon, FBI had a repeater output here in the Atlanta area.

This freq is used in Atlanta also, sometimes analog clear voice, other times P-25 or encrypted (or
both). This one seems to be a secondary surveillance channel, with 166.975 being a primary or
preferred channel. Both these freqs are almost always associated with a ROSS, or now JENA,
aircraft in the area. Any time I hear either of these freqs active, I always hear the aircraft
with the local approach/departure controllers, and visa-versa.
