What you heard are the mobile units on Talk Group 17296, the main police
channel reporting in their patrols. The "Tango", "Utah", "Quincy" are phonetics
for unit designations, "T", "U", and "Q".
"23" and "76" are ten codes 10-23 and 10-76.
"412", "136", "62" are posts or probably post offices.
SO.......Unit Tango is 10-23 ( En route )Post 412
Unit Utah is 10-76 ( Standing By ) Post 136
