It is really Data Encryption Standard-Extended Length (DES-XL), Triple DES, 
or Advanced Encryption Standard (AES).  Digital Voice Privacy (DVP) never 
passed as a US government standard encryption.

Also, for some FBI offices they do use the Harris / Motorola Seneca Radios.  
Some offices use Motorola XTL5000 for their mobile radios and XTS2500, XTS3000 
and XTS5000 for their HT's.  Some FBI offices still use Motorola Saber III's 
and Spectras.  Some offices use Motorola Saber Astros and Astro Spectras.  
Some offices use Bendix King KFH1020 HT's and BFH1020 Mobiles.  Some offices use 
Nextel push-to-talk.

You get the picture, not all the FBI uses the same radios, nor the same 
communication systems.  Some use wireless PDA's and cell phones only.  They have 
different budgets for each office when it comes to equipment purchases.
