Several years ago I was told a reason for the switch. With digital 
encrytion they could not select a site like with analog voice with 
CTCSS. So you would have different outputs with the same input so now 
when they select a site it is the output channel they are selecting. I 
do consider the person who told me that to be an expert in Federal 
Monitoring.

I have not heard clear voice on FBI or USMS channels in years except 
when the local state-federal Task Force is busy.
