The Kansas City office and its RA's got digital encryption early, maybe because of the mob presence in KC at that time. That's the only thing other than expense that I can think of.

What amazes me is that in the ozark hills of Missouri we never have any "in
the clear" transmissions by the FBI on a repeater or simplex, but in New York
they are? I would think the opposite would be true.
