Well actually there still is a problem, because you can purchase prepaid 
cellphones that at this point you really don't have to give your name/id in 
order to activate.  So there's only a number known & not a name associated 
with that cellphone?

Remember the cases recently with the large number of prepaid cellphones 
being purchased?

Of course if a cellphone call is never initiated or received from the 
primarily residence & only a distance away, than that would seem to twart 
this surveillance method?!  Also what if only text messging is used? what 
affect does this have on location data?
