Bob & the Group:

Most of this band NTIA has designated the military (DOD) to be the 
functional manager for frequency assignments.  Maybe FEMA will get 
permission to remain in the band BUT it's unlikely it's going to be one the 
same frequencies they current have since Mr. Google indicates that many 
present usage designations may change in the future.
