Well a quick websearch reveals the following:

some insight into the operation, including visitor hours).
Locally I don't have a federal prison next to me BUT do have a County
jail/correctional facility (adjecent to the main runway at Westover JARB in
an area that once stored & maintained "special" weapons) that I monitor &
generally radio comms include: Special Response Teams for various
emergencies/alarms; Inmate Count Notifications (results are called in via
telephone), & announcements to send inmates to various work details or
programs. Generally any other communications (long conversations) appear to
be done via the internal telephone system. I also think the maintenance
personnel utilize a separate radio system. Inbound prison transport vehicles
use a statewide trunked system BUT also have access to cellphones. Also at
times there's encryption used on one of the internal radio nets.
So it's very possible that overall much of the normal communications is done
internally by telephone & only the emergency type responses would be via
radio alert. So unless you are within fixed monitoring range & spend
significant time monitoring, versus passing through, you might not hear
anything.
We don't get much posting to the group on any comms monitored at BOP
facilities.
