He seems to be unaware the cardinal rule for officers:  Don't mess wif the non-coms when they're doing their business.

Reminds me of the time back in the '50s just after I had gotten my general class ham license when I was using 10 meter openings to practice my Spanish with a rancher down in Argentina.  I got a post card from an Air Force major in Valdosta, GA who was an ARRL Official Observer.  He told me it was "illegal" for US hams to use foreign languages on the ham bands.  (It wasn't and never has been, of course).  You wonder where they get these control freaks sometimes.  
 
CAP out here in KS is on their old freqs. so far, as far as I can tell.
