You are assuming that CAP HQ actually update their website every couple
hundred years. The numbers on their website (re: VHF assets) are way out of
date.

So how many portable & mobile/base P25 EF Johnson radios did CAP actually 
purchase?

2nd increment $2.65 million
So that's a total of $7,005,000.00.
If we assume that each radio + accessories cost $3200.00  that's 
approximately 2189 radios
52 Wings, so on average each wing got 42 new P25 radios!!
Also it's unclear how many current radio equipment owned by members and CAP 
are
compliant with the new narrow band standards.

indicates that they have approx 4519 VHF fixed, mobile, & portables in the 
network.  Do we assume that the total here is CAP owned plus CAP member 
owned radios or is it just CAP owned radios?
