[FedCom] cap net

149.5375 is the currently designated air to ground simplex frequency for CAP 
aircraft.  HIGHCAP is not a CAP callsign BUT may indicate the aircraft was 
being used in a radio relay type communicatiions exercise, generally 
referred to as "HIGH BIRD".
