Just some additional comments:
Most likely CAP 18XX, was CAPFLIGHT 18XX, which is the series (18) assigned
to the CAP Maryland wing's aircraft.
As far as "HighCap" goes, maybe this is the new tactical callsign that will
be used nationwide for radio relay aircraft "on station" orbit... Some
sources have indicated that each wing will assign a static CAPFLIGHT number
that won't be an actually aircraft.
BTW don't be surprised if CAP also gets an exemption to allow those ISR
radios to be used in aircraft to communicate with ground teams. Doesn't
make much sense to deploy a team with ISR radios to talk back via ISR to a
mobile with a VHF highband radio that relays back to the aircraft.
