[FedCom] 163.4375 MHz - Army CoE

I caught some interesting traffic on one of the Army Corps of Engineers
repeaters near Portland, Oregon...

163.4375 MHz, 100.0 pl - Bald Hill repeater, called Channel 4 on the CoE
radios. Input to the repeater is 164.2000 MHz, 179.9 pl. One unit was trying
to check on 163.4375 simplex, which they called "Nav Primary". Finally got
everyone on the repeater for some admin stuff, but interesting item was
someone requested the satellite phone number for the Bonneville Dam. I never
knew that the CoE was maintaining satellite phones at the dams.
