[FedCom] 142.350 Mhz in KY

>From what I can gather RI doesn't have a National Guard repeater system. I'm 
close to the Mass/RI state line and can hear alot of Mass stuff. I have no 
idea what a PCS portable is. My thought is that its like a Nextel type 
device 2-way radio with regular cell phone.
